Coverage of plant growers with state support measures increased 1.5 times

The number of farmers who received state support under the Ken-Dala program has increased one and a half times since 2021, and the volume of loans issued has doubled. The lion's share of financing is provided to small agricultural producers (Agricultural Producers). In the past year, special attention was paid to farmers who lost their crops as a result of weather conditions

In 2023, Agrarian Credit Corporation JSC (a subsidiary of Baiterek National Management Holding JSC) increased the coverage of state support measures under the Ken-Dala program. 3,796 farmers received loans totaling 140 billion tenge, and the program covered 1,452 new agricultural producers.

For comparison, in 2021, 2,636 small, medium and large enterprises from all regions of Kazakhstan were financed. Over the past two years, their number has increased by 144%, with the main attention paid to small forms of business - if in 2021 2,435 small businesses received loans in the amount of 38.3 billion tenge, then in 2023 - 3,530 for 88.3 billion tenge, the amount of financing in this segment increased by 2.3 times.

The corporation is constantly improving the availability of services for farmers. In 2022, for the first time, lending for spring field and harvesting work was transferred to a medium-term basis, with a doubling of financing volumes. This enables farmers to form favorable prices for their products.

The outgoing year will be remembered for difficult weather conditions, when prolonged heavy rains negatively affected the harvest of the main grain-growing regions. The level of precipitation was three times higher than the annual average.

To help farmers, the Corporation deferred payments to farmers in the amount of more than 35 billion tenge as quickly as possible; taking into account KazAgroFinance JSC, the amount is almost 43.5 billion tenge. Work in this direction is still ongoing; applications for both companies are under consideration for a total deferment amount of 7 billion tenge. In this case, penalties and fines are not accrued during restructuring.

In the future, the Agricultural Credit Corporation recommends that farmers pay attention to insuring their crops. Moreover, the current system of voluntary insurance in the agro-industrial complex allows subsidizing insurance premiums in the amount of 80%. In 2023, the total amount of insurance payments for crop production amounted to 4 billion tenge, which is 2.7 billion tenge more than in 2022.

Also, to reduce the debt burden and prevent the accrual of penalties, in September 2023 the Corporation announced a one-time campaign “Repay the debt without penalty” from October 5 to December 15 to write off penalties in the amount of 100% for late fulfillment of monetary obligations under loan and financial leasing agreements. A similar event was organized at KazAgroFinance JSC.

Today, the Corporation is working on accepting applications for funding for next year's spring field work. In the new year 2024, it is planned to allocate 140 billion tenge for these purposes.
