How will the Zhailau program work?

Kazakhstan has begun funding projects under the Zhailau program, aimed at developing transhumance livestock farming. Farmers will be able to receive preferential loans at 6% per annum for up to 10 years to build infrastructure on remote pastures and purchase breeding stock. This was reported by the press service of JSC Agrarian Credit Corporation.

The program was developed in accordance with the Comprehensive Livestock Development Plan until 2030 and the criteria of the Ministry of Agriculture of the Republic of Kazakhstan. It aims to establish new breeding farms from scratch, increase breeding stock, and create a sustainable base for further growth in the industry. "Zhailau" provides funding not only for the purchase of livestock but also for expenses, without which the development of remote pastures is often impossible. Funds can be used to purchase breeding stock of cattle and small ruminants, establish a breeding herd, and support construction and installation work for the creation of new breeding farms.

The minimum requirements call for the creation of breeding farms with at least 300 head of cattle or 1,000 head of small ruminants. The maximum funding amount is 350 million tenge for cattle projects and 200 million tenge for sheep farming projects.

To receive funding, a petition from the coordinating council under the regional akimats is required. Funding under the program will be provided through second-tier banks and social entrepreneurship corporations.

The Zhailau program is being implemented as part of the Comprehensive Livestock Development Plan until 2030. The main program parameters, including project requirements, borrower selection criteria, and target indicators, are defined by the Ministry of Agriculture of the Republic of Kazakhstan. The Agrarian Credit Corporation acts as the financial operator of the program and ensures that state support measures are delivered to agricultural producers.
