Company history

JSC "Agricultural Credit Corporation" was formed in accordance with the Decree of the Government of the Republic of Kazakhstan dated January 25, 2001 No. 137 "On issues of lending to the agricultural sector." The pilot project included two stages. The first is the creation of a specialized institute, JSC Agrarian Credit Corporation, with 100% state participation.

The second stage provided for the creation of a network of regional financial institutions - rural credit partnerships (hereinafter - CT). The main goal of the Corporation was to build a CT system, including by entering into their authorized capital with a participation share of no more than 35%, as well as ensuring access for agricultural producers (hereinafter referred to as agricultural producers) to preferential credit resources from the republican budget. The pilot project was successfully implemented, a unique system for lending agricultural enterprises through CT was created, which ensured the availability of credit resources to small and medium-sized agricultural enterprises - participants in the CT system. Since 2006, the Company’s activities have been expanded with the adoption of the Law of the Republic of Kazakhstan “On state regulation of the development of the agro-industrial complex and rural areas” dated July 8, 2005 No. 66 ZRK.

Currently, the Corporation is a large financial organization operating in the field of development of the agro-industrial complex, implementing lending programs in priority areas for the development of agricultural production, defined within the framework of the State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017–2021.

  1. 2001
    • Formation of the Corporation. The main goal is to build a CT system, thanks to which agricultural producers have access to preferential credit resources from the republican budget.
  2. 2002
    • The first 18 CTs were created, which included 833 participants. The first loan amount through CT was 5 million tenge.
  3. 2005
    • The Corporation's portfolio increased to 6 billion tenge.
  4. 2006
    • The corporation began financing a lending program for associations of agricultural producers and the rural population for joint production, procurement, marketing, processing, storage, transportation of agricultural products, supply of goods and materials; over the year, 147 joint ventures were financed for a total amount of 12,250.1 million tenge.
  5. 2009
    • In order to increase the independence of KT, the Company announced its withdrawal from the founders of KT.
    • The Corporation has begun implementing a program for lending investment projects using funds from the National Fund of the Republic of Kazakhstan. As a result, 52 investment projects were financed in the amount of 23,490.9 million tenge.
  6. 2010
    • The corporation has launched a program to finance enterprises processing agricultural raw materials.
  7. 2011
    • The corporation becomes the operator of the Sybaga program, under which loans are provided to agricultural entities for the purchase of breeding stock of cattle and breeding bulls for the reproduction of young meat breeds. Since the beginning of the program, over 4.0 thousand agricultural enterprises have been financed for a total amount of 50.6 billion tenge for the purchase of 272.3 thousand heads of cattle.
  8. 2014
    • As part of the implementation of the Master Plans for the development of horse and sheep breeding, the Company launched new lending programs “Kulan” and “Altyn Asyk”.
  9. 2016
    • The corporation received the status of a single operator of the Ken Dala program for lending for spring field and harvesting works.
    • A QMS conformity certificate was obtained according to MS ISO 9001:2008.
    • The Company's product line was adapted taking into account a customer-oriented approach, and sales channels were expanded. Lending programs “Enbek” have been developed within the framework of the Program for the development of productive employment in rural areas “Isker” and “Agrotechnika”, similar to the credit products of second-tier banks for car loans.
  10. 2017
    • A new Development Strategy of the Company for 2017-2026 has been developed.
    • Lending processes have been optimized: the list of documents and the time frame for reviewing loan applications have been reduced. The financing limit for the branch network has been increased to 1 billion tenge.
    • On September 22, 2017, the “1st Forum of Credit Partnerships” was held in Shymkent. The forum was organized by the Ministry of Agriculture of the Republic of Kazakhstan, the Society and the Association of Credit Partnerships of the Agro-Industrial Complex.
  11. 2018
    • As part of the Livestock Development Program for 2018-2027, the Company becomes the operator of the Sybaga lending program. During the year, the purchase of 31,242 heads of cattle was financed. The Company's line of credit products reaches 7, covering all areas of business in rural areas.
    • An algorithm for obtaining subsidies has been introduced.
  12. 2019
    • For the first time in the history of the country, the Corporation assigned an “AAA” rating to two credit partnerships: CT Tselinogradskoye and CT Yassy. The “AAA” rating gives the right to independently finance end borrowers and post-credit services, limited only by the size of the credit line, as well as a reduction in the interest rate by 1%, an increase in the liquidity ratio by 0.1 for collateral in the form of real estate.
    • An Agribusiness Support Center was opened at the Karaganda branch.
    • By Decree of the Government of the Republic of Kazakhstan No. 459 dated June 28, 2019, the Corporation was included in the operators of the “Economy of Simple Things” program in the direction of financing the development of industries: crop farming, horticulture, livestock farming, including poultry and pig farming, aquaculture, fishing, malt production.
  13. 2020
    • The Development Strategy of Agrarian Credit Corporation JSC for 2020-2029 was approved.
    • During the state of emergency due to the pandemic, within the framework of 70 billion tenge allocated for spring field work, 2,405 farmers were financed in a record 30 days.
    • A deferment of loan payments was provided to borrowers experiencing difficulties due to the consequences of the pandemic, for a total amount of 7.3 billion tenge.
    • The company provided financial support to 100 medical workers working during a state of emergency in the country.
    • The international rating agency Fitch Ratings has upgraded the long-term issuer default ratings of Agrarian Credit Corporation JSC in foreign and national currencies from "BB+" to "BBB-", the rating outlook is "stable".
    • In 2019-2020, under the “Economy of Simple Things” program to support small and medium-sized businesses, the Corporation financed 1,476 agricultural producers in the amount of 71.4 billion tenge
  14. 2021
    • The corporation was merged into the group of companies JSC National Investment Holding Baiterek;
    • The Fund for Financial Support of Agriculture has been added to the Corporation. Currently, the Company, in addition to direct lending to agricultural entities and funding financial institutions, carries out the functions of microcredit, an operator in the field of insurance in the agro-industrial complex and the functions of an attorney (agent) under the program “With a diploma - to the village!”;
    • The international rating agency Moody's Investors Service confirmed the Corporation's credit ratings at the Ba1 level, with a Positive outlook;
    • The international rating agency Fitch Ratings confirmed the Corporation's long-term credit rating in foreign and national currencies at the level of "BBB-" and the national scale rating of "AA+(kaz)" and increased the rating outlook from "Negative" to "Stable".
    • Based on the results of a severe drought in most of Kazakhstan, as support measures, the Corporation took measures to provide deferrals for the repayment of borrowers’ loans in the amount of 5.1 billion tenge.
  15. 2022
    • Since July 25, 2022, the Corporation has been the Sole Shareholder of KazAgroFinance JSC with a 100 percent participation interest.
    • In connection with the change in the administrative-territorial division of the Republic of Kazakhstan, the Corporation opened new branches in the Abay and Ulytau regions
    • The corporation is included in the list of operators of the Employment Road Map for 2020-2021 program as part of the implementation of two new directions aimed at increasing the availability of financing for participants in the Bastau Business project through funding microfinance organizations and financing investment projects in the agricultural sector.
    • On November 10, 2022, the international rating agency Fitch Ratings confirmed the Corporation’s long-term credit rating in foreign and national currencies at the level of “BBB-” and the national scale rating at the level of “AA+(kaz)”. The ratings outlook is “Stable”. The Corporation's short-term rating was confirmed at F3. In addition, the international rating agency Moody's Investors Service has established the Corporation's long-term national scale rating (NSR Long-term Issuer Rating) at the level of "A1.kz".
    • A corporate governance diagnostic was carried out with the involvement of an independent company (KPMG), as a result of which the Corporation’s corporate governance system reached 87%.
    • The corporation passed a certification audit of the anti-corruption management system.
    • The corporation has joined the UN initiative to empower women.
  16. 2023
    • The volume of financing for the agro-industrial complex amounted to 550 billion tenge (+5.2% to the result of 2022) - a new maximum.
    • The credit rating was confirmed at the level of "BBB-" (Fitch Ratings), and for the first time in 5 years, Moody's raised the ACC rating to "Baa3" (analogous to BBB-).
    • In December 2023, the Development Strategy of the Agricultural Credit Corporation for 2024-2033 was approved.

JSC "KazAgroFinance"

KazAgroFinance JSC has been a subsidiary of Agricultural Credit Corporation JSC since July 25, 2022.

The activities of KazAgroFinance JSC are aimed at promoting the technical equipment of the agro-industrial complex of the Republic of Kazakhstan by providing high-quality and competitive leasing services.

KazAgroFinance JSC has a license from the Agency of the Republic of Kazakhstan for Regulation and Supervision of the Financial Market and Financial Organizations to conduct operations provided for by the banking legislation of the Republic of Kazakhstan in national currency, which was received on March 31, 2006.
