Information service QALQAN on the Kezekte.kz platform

As part of the new system, insurance is carried out on the QALQAN information service (hereinafter referred to as ISS), hosted on the Kezekte.kz platform. All insurance participants must register on the Kezekte.kz platform using an electronic digital signature.

The entire insurance process takes place online. In the ISS personal account, the farmer selects the subject of insurance, the insurance company, pays 20% of the insurance premium, and the remaining 80% is subsidized by the state.

Types of insurance

Livestock

Cattle insurance

Cattle insurance (regular and extended coverage) depending on insurance coverage and the number of insured livestock (from 10 heads and above). The insurance rate ranges from 1.54 to 6.93%. Insurance payment up to 100% of the insured amount minus a deductible of up to 2% and the amount of payments for mandatory seizure and destruction of animals.

Horse insurance

Horse insurance (regular and extended coverage) depending on insurance coverage and the number of insured livestock (from 30 heads and above). The insurance rate ranges from 2.31 to 6.46%. Insurance payment up to 100% of the insured amount minus a deductible of up to 2% and the amount of payments for mandatory seizure and destruction of animals.

MRS insurance

Small cattle insurance (regular and extended coverage) depending on the insurance coverage and the number of insured livestock (from 30 heads and above). The insurance rate ranges from 2.38 to 6.16%. Insurance payment up to 100% of the insured amount minus a deductible of up to 2% and the amount of payments for mandatory seizure and destruction of animals.

Pig insurance

Pig insurance (regular and extended coverage) depending on insurance coverage and the number of insured livestock (from 30 heads and above). The insurance rate ranges from 4.31 to 9.85%. Insurance payment up to 100% of the insured amount minus a deductible of up to 2% and the amount of payments for mandatory seizure and destruction of animals.

According to the order of the Minister of Agriculture of the Republic of Kazakhstan “On approval of regulatory legal acts in the field of veterinary medicine” dated October 30, 2014 No. 7-1/559. To insure animals in your personal account, you need to select an insurance product, an insurance company, and a beneficiary, which can be either the farmer himself or the lender. Livestock insurance products include a deductible. The size of the insurance premium and deductible will depend on the number of livestock selected for insurance. Each selected animal must be registered in the Farm Animal Identification system.

Gardening

Insurance of perennial plantings - apple trees

Insurance products are developed for intensive and semi-intensive apple orchards due to the peculiarities of production. You can insure apple trees from the third year after planting (after two winters), grown in intensive and semi-intensive orchards. Insurance is available for agricultural producers in Almaty, Zhambyl, Zhetisu and Turkestan regions. Insurance of perennial plantations - apple trees - covers a full range of risks: hail, fire (fire), strong winds, winter freezing, spring and autumn frosts, lightning strikes, damage or death due to excess snow precipitation or ice crust on the branches, unlawful or illegal actions of third or unidentified parties. The insurance rate for this product is 0.8%. Franchise (unconditional) 5%. The insurance period is from November 1 of the current year to October 31 of the next calendar year. Gardens must be insured before October 31 of the current year.

Apple harvest insurance

Apple crop insurance includes insurance against the following risks: spring frosts, hail, strong winds, lightning, fire, unlawful or illegal actions of third or unidentified parties. The insurance rate for this product is 11.2%. Deductible (unconditional) from 10 to 40% for insurance events. The insurance period is from April 15 to October 15, but no later than the end of the harvest, if the harvest is completed before October 15.

Crop production

Soil moisture deficiency index insurance product (2 phases, 3 phases)

This product offers three-phase insurance. The product covers the risks of drought in the soil during the period of growth and ripening of spring and winter crops. Spring and winter grain, leguminous and oilseed crops are subject to insurance. Insurance covers all regions of Kazakhstan. In insurance, there is no contact between the farmer and the insurer; the insured event is recorded on the basis of remote sensing data of the earth, which makes it possible to completely eliminate the human factor in the system. Insurance coverage period: for northern regions from May 15 to September 14 (grains and leguminous crops must be insured until April 1, and oilseeds until April 15); for southern regions from March 15 to June 15 (insure grains, legumes and oilseeds until February 15). Insurance rate 3.5% and 5.3%. The maximum insurance payment is 33% and 48% of the insured amount.

Excess soil moisture index insurance product (2 phases)

The product covers the risks of heavy rains, which leads to excess moisture in the soil during the harvesting period of spring crops. The insurance covers grain-growing regions. In insurance, there is no contact between the farmer and the insurer; the insured event is recorded on the basis of remote sensing data of the earth, which makes it possible to completely eliminate the human factor in the system. The insurance coverage period is from August 15 to October 14. You must insure yourself before June 30th. Insurance rate 3%. The maximum insurance payment is 21% of the insured amount.

Pasture biomass index insurance product

The pasture index covers 13 regions of Kazakhstan (with the exception of Mangistau region), which involves monitoring such an index as “optical depth of vegetation” based on passive microwave remote sensing. Vegetation optical depth records the relative amount of water in plants and provides readings of vegetation growth and biomass. This product offers two-phase insurance. The insurance coverage period is from May 1 to August 30. You must insure yourself before April 1st. Insurance rate 3.2%. The maximum insurance payment is 24% of the insured amount.

Poultry farming

Bird insurance

Bird insurance depending on insurance coverage and the number of insured livestock (from 30 birds and above). The insurance rate ranges from 2.31 to 2.77%. Insurance payment up to 100% of the insured amount minus a deductible of up to 2% and the amount of payments for mandatory seizure and destruction of animals.
