SYBAGA - a program for a working person

Kazakhstan has a high potential in the agricultural sector, having appropriate natural and climatic conditions and rich pasture lands that contribute to the successful development of animal husbandry.

Despite the great importance of growing and fattening cattle to provide the country's population with meat and meat products, the expediency of exporting products, the industry in the majority of farms is extremely unprofitable. At the same time, research shows that the agricultural sector has significant opportunities for meat production due to the cultivation and fattening of cattle to high standards, increasing incentives for the industry, both at the economic level and from the state. In general, in all branches of animal husbandry, it is necessary to switch to highly productive animal breeds suitable for use in modern industrial-type premises with the latest maintenance technologies.

According to the National Program for the development of beef cattle breeding for 2018-2027, the number of cattle will be increased from 7 to 15 million heads. It is planned to increase the number of livestock, including through the import of pedigree and purebred cattle.

Today, the Sybaga loan program is operating on a large scale in all regions of Kazakhstan. Its purpose is to provide loans to peasant and farm enterprises for the purchase of breeding stock of cattle and breeding bulls for the reproduction of young meat breeds. The financing of the program is implemented through the subsidiary of JSC "National Managing Holding "KazAgro" – JSC "Agrarian Credit Corporation".

The uniqueness of the program lies in the fact that the loan terms are designed taking into account the interests and opportunities of doing business in rural areas. This program is intended for operating farms with all the necessary infrastructure and fodder base. As part of the program, farms also have the opportunity to purchase the necessary agricultural machinery and feed. It should be noted that the program has very favorable conditions - a loan term of up to 15 years, a grace period for repayment of principal and remuneration of up to 2.5 years, the loan amount is up to 70 million tenge, the interest rate, taking into account subsidies, is from 4 percent per annum.

The program is implemented through 14 credit partnerships operating in the Aktobe region. This gives a huge advantage to borrowers, since there is no need to leave the settlement when applying for loans, since there is a credit partnership in almost every district of the Aktobe region. This avoids transportation costs and, most importantly, saves time.

In 2011, Tulebayeva Gulzhakhan decided to engage in cattle breeding and was looking for opportunities to increase the number of livestock.

- After a visit by a consulting group to the Aitekebi district, where the conditions of the Sybaga program were described, after learning about this program and calculating everything, I applied to the Alga Credit Partnership. Within 14 days, Alga CT approved my application for the purchase of 100 heads of Kazakh white-headed cattle. We plan to bring cattle from the Russian Federation, Altai Territory," says the head of the AZHA farm and a successful businesswoman of the Aitekebiysky district.

With the participation of credit partnerships in the Aktobe region, it is planned to finance farms in order to supply 5,000 heads of beef cattle from neighboring countries.
