Why do farmers of Kazakhstan consider the loan product "Sybaga" convenient and profitable

One of the first loans under the new program for the development of meat farming was approved by a farmer from the Karaganda region, Dulat Baykenov. Money from the Agricultural Credit Corporation in the amount of 31 million 250 thousand is given to him for 15 years at 4% per annum (including subsidies). He plans to use them to purchase and bring into the country 50 heads of breeding stock of the Kazakh White-headed from the Altai Territory of the Russian Federation.

The farmer himself is a member of the local credit partnership "Beybarys". He evaluates the terms of the Sybaga loan program as extremely favorable. Because before joining the agricultural business, being an entrepreneur in another field, he had already faced really high interest rates: he worked with a loan at 24% per annum and at the same time successfully repaid it. Therefore, the interest rate of 4% for the final borrower is perceived by him as a "signal to action": you can repay the loan in the next 3-4 years.

In addition, as Baykenov calculates, the benefit of the Sybag loan product also lies in the fact that the state additionally includes its own package of subsidies for certain costs of the farmer. For example, for the purchase of agricultural machinery or equipment with a well for watering animals. In total, substantial subsidies are coming in. In the case of the Baikenov farm, out of 31 million tenge, subsidies eventually cover 11 million. That is, the de facto farmer returns only 20 million tenge to the credit company.

All the talk about corruption, kinship or friendships that allegedly help to get a loan, Dulat Baykenov sharply dismisses, calling them ridiculous. According to him, many people succumb to difficulties, and then find excuses for themselves in the form of fraud, connections, acquaintances, which they do not have, and therefore there is no opportunity to engage in a full-fledged business.

"In general, the program is very comfortable and profitable for farmers. I think that some people simply do not have the patience to collect all the papers, or someone is not interested in doing livestock business, agriculture in general. I came across this when I purchased a land plot of 670 hectares: the peasant farm did not really have documents, it did not lead to agricultural activities, so I had to go to the archive and raise all the data there. And there are quite a lot of such precedents. But now there are gradually more and more people who want to engage in small business specifically in agriculture and animal husbandry," said Dulat Baykenov.

By the way, the Beybarys credit partnership, where farmer Baykenov is a member, agrees that the presence of a large amount of unused land is a well-known problem. For example, 6 thousand companies are registered in the Bukhar-Zhyrau district of the Karaganda region alone, of which only 1.2 thousand private enterprises are actually operating.

Farmer Baykenov correctly understands that the import of cattle should serve as an impetus for a rapid increase in the number of cattle in Kazakhstan. The farmer is going to work in close coordination with the nearest feedlots. From there, he will take breeding bulls for natural mating for his herd at the rate of one bull per 25 heifers. In the future, he will supply the grown offspring to the fattening site.

In general, in the Karaganda region, as part of the implementation of the Sybaga program, by the end of this year, it is planned to purchase 10 thousand heads of cattle, which are financed through the Fund for Financial Support of Agriculture and the Agrarian Credit Corporation. Today, there are 12 credit partnerships in the region, where farmers can apply with appropriate applications. According to the director of the Corporation's branch in the Karaganda region, Baurzhan Baymukash, applications for the purchase of 3,200 cattle have already been received. "By the end of the year, we plan to finance the purchase of 5,000 head of cattle and 7.5 thousand head of cattle in accordance with the terms of the program." He added that one of the significant advantages of the program is the loyal collateral policy of the ACC, in particular, reducing the share of collateral.

"Now we are considering applications with 10% collateral, not 25%, as it was before. In addition, our representatives provide full support and support to the agricultural enterprise in the provision of land plots, we try to speed up the process as much as possible, avoid bureaucracy on the ground," the head of the branch summed up.
