An off-site meeting of the Committee on Agrarian Issues of the Majilis of the Parliament of the Republic of Kazakhstan was held in Kostanay region. Deputies discussed with representatives of government agencies, quasi-governmental structures and farmers issues of diversification of agricultural crops, as well as issues of storage and sale of the 2024 harvest. The event was attended by Vice Minister of Agriculture of the Republic of Kazakhstan Azat Sultanov, Chairmen of the Board of JSC Agrarian Credit Corporation Almat Ashirbekov, JSC KazAgroFinance Aidar Prashev, JSC National Company Food Contract Corporation Asylkhan Dzhuvashev, Deputy Akim of the Kostanay region Arman Abenov, Chairman of the Regional Council of the Chamber of Entrepreneurs of the Kostanay region, as well as heads of farms. “Since 2022, the ACC has been gradually improving financing conditions. If earlier about 60-70 billion tenge per year were issued for spring field and harvesting works (SFHW) at a rate of 5% per annum at the expense of budget funds, then since 2022 we have doubled the volume of financing through budget lending and increased the terms of loan repayment. Previously, the repayment was in December, we increased it to March. This was done to support farmers, ”Almat Ashirbekov noted during the meeting. He emphasized that new preferential programs were approved this year, these are Ken dal 2 through the AKK line and leasing of domestic equipment through KazAgroFinance. Funds for which were attracted from capital markets on commercial terms, while the remuneration rate for farmers was provided at the level of 5% per annum. “Now regarding financing for next year. For the first time, we are launching early financing for the implementation of the VPiUR, we plan to issue the first 100 billion tenge this year, the acceptance of applications is planned to begin in November. In total, we plan to allocate 700 billion tenge for the implementation of the 2025 VPiUR. We will also increase the amount of financing for JSC KazAgroFinance, plus 200 billion tenge will be allocated for the acquisition of equipment on lease at 5% per annum. That is, we plan to allocate an unprecedented amount of financing in 2025 for the implementation of the VPiUR, about 900 billion tenge of preferential financing," the head of the ACC emphasized.
