Almat Ashirbekov: Every third Kazakhstani farmer is a client of the corporation

Preferential programs of Agrarian Credit Corporation JSC cover about a third of the 255 thousand active agricultural producers. Chairman of the Board of the Corporation Almat Ashirbekov talks about what kind of loans modern farmers in Kazakhstan take out and how you can become a participant in financial support programs.  

– Almat Burkutbaevich, in the past year the transfer of shares of KazAgroFinance JSC to Agricultural Credit Corporation JSC was completed. Prior to this, the Fund for Financial Support of Agriculture was attached to the corporation. How would you assess the impact of these transformations?

– Yes, indeed, sometimes from the outside the meaning of all these changes does not seem entirely clear. Now loans to the agricultural sector are provided through one company - the Agricultural Credit Corporation. At the same time, KazAgroFinance continues to implement leasing programs for agricultural machinery. Thus, today our company is a single financial institution that specializes in financing the agro-industrial complex.

It should be noted that the total amount of financing for the agro-industrial complex for 11 months of 2022 amounted to about 720 billion tenge. The share of the Agrarian Credit Corporation, including KazAgroFinance, is 65%, financing of second-tier banks is 27%, the Development Bank of Kazakhstan is 8%.

There is a trend of decreasing financing of the industry from banks: for example, if in the past STBs allocated 92 billion tenge to finance agricultural projects, then this year the amount has decreased to 60 billion.

– What other mechanisms exist besides direct financing?

– Along with this procedure, lending to borrowers through funding from financial institutions works successfully. Banks mostly lend to large agricultural entities, credit partnerships cover medium-sized businesses, and microfinance organizations cover small businesses. This division makes it possible to expand the coverage of farmers with financial services.

– Please, a few words about the trends that will be clearly visible in the new year.

– I would like to note that the demand for credit resources remains high. Therefore, the state annually increases funding. Thus, in the past year, the amount of funding for spring field and harvesting work was doubled. I think this dynamic will continue.

– Almat Burkutbaevich, tell us more about the current programs...

– Today we offer farmers three lending programs covering all areas of the agricultural sector. The “Ken Dala” program is aimed at supporting farmers during spring field and harvesting work and is implemented using budget loan funds. When financing through banks, credit partnerships and microfinance organizations, the rate for final borrowers is 5% per annum.

The next Isker program is aimed at supporting start-up projects and aspiring entrepreneurs. The interest rate under this program is 6% per annum, loans are issued for a period of up to 7 years.

The Agribusiness program is universal. Within its framework, projects for the development of livestock farming, crop production, and processing of agricultural products are financed. Loans are issued at the expense of own and attracted commercial funds, the interest rate, taking into account subsidies, is reduced to 6%. The maximum loan term for investment purposes is up to 10 years, for replenishment of working capital – up to 3 years. In addition, the corporation acts as an insurance operator in the agricultural sector, which is attracting more and more farmers.

– What other innovations can you tell us about?

– The company pays great attention to optimizing and automating internal processes, reducing operations that may distract clients from their core activities.

In September, we launched a platform for online review of applications for microcredit. A farmer, being at home, can submit an application for a loan of up to 6 million tenge for the development of livestock or crop production. The platform allows you to get pre-approval for a loan within 10 minutes.

An important innovation was integration with the Kaspi.kz platform, with which the client can make a payment to repay the loan without any commissions.

Recently, the ability to send funds to borrowers’ accounts in the format of a consolidated payment through the “IS Treasury Client” was introduced. This reduced the time it takes for credit funds to reach the borrower’s account from three days to one day.

All of the company's clients receive SMS notifications about upcoming payments, which undoubtedly has a positive effect on the payment discipline of borrowers.

Changes were made to the collateral policy, which simplified the requirements for collateral for microloans to 6 million tenge, for loans for small and medium-sized businesses - to 100 million tenge.

- Let's move on to the results of the year. How many projects and for what amount were supported by Agrarian Credit Corporation JSC in 2022?

– This year, about 15 thousand farmers received preferential loans through the corporation in the amount of more than 350 billion tenge, and 6.7 thousand units of equipment worth 170.6 billion tenge were leased through KazAgroFinance.

Today we cover about a third of the 255 thousand active rural agricultural producers. The loan portfolio of the corporation and KazAgroFinance includes about 86.5 thousand borrowers, the volume of the portfolio is 1 trillion 328 billion tenge.

Our main task is to provide farmers with affordable credit resources. Accordingly, all our work is aimed at improving the quality of customer service.
