Measures to support farmers affected by floods by the Agrarian Credit Corporation and KazAgroFinance

As part of the execution of the instructions of the Head of State, support for farmers affected by floods is organized by the National Management Holding Baiterek JSC, represented by the companies Agrarian Credit Corporation JSC and its subsidiary Kazagrofinance JSC.

ACC and CAF borrowers affected by floods will be given a deferment of payments. All payments according to the 2024 schedules are distributed over subsequent payments from 2025 until the end of the financing period in equal payments, for projects with a loan expiration date in 2024 - 2025. An extension will be provided for a period of no more than 24 months, depending on the borrower’s area of activity. The extension will take place in all areas with the exception of spring field and harvesting work (VPiUR).

For borrowers who received loans in this area, consideration of applications for restructuring/extension will be carried out after the harvest is completed.

Loans from affected borrowers will not be subject to fines and penalties for late payments that arose due to the impact of the floods.

In order to expedite the consideration of ACC and CAF applications, a simplified process for reviewing applications based on a minimum number of documents has been approved.

Individuals, individual entrepreneurs, small and medium-sized businesses who are borrowers of the Agrarian Credit Corporation and KazAgroFinance, who are included in the list of victims, must provide the following documents to receive a deferred payment:

- application for loan extension/restructuring;

- the applicant must be included in the list of local self-governments affected by the consequences of emergencies/floods.

If the applicant is not on the lists available in the ACC and CAF, the borrower must provide a document from local executive bodies at least at the district level confirming the occurrence of force majeure.

The decision will be made in accordance with the lists of local executive bodies. Appeals will be considered within three working days from the date of provision of the necessary documents.

The above conditions and procedures do not apply to borrowers who have overdue debt to ACC and KAF for more than 90 days as of April 1, 2024, however, in order to support such borrowers, the accrual of penalties will be suspended from April 1 to June 30, 2024. Also, the conditions do not apply to borrowers falling under the classification of individually significant loans (loans with a principal balance of more than 0.2% of the equity capital of a financial institution, namely for ACC - 863.0 million tenge, for CAF - 370.0 million tenge ). Such loans will be considered on an individual basis.
