A meeting of the Committee on Agrarian Issues was held in the Mazhilis of the Parliament of the Republic of Kazakhstan. Participants included Almat Ashirbekov, Chairman of the Board of JSC "Agrarian Credit Corporation"; Aidar Prashev, Chairman of the Board of JSC "KazAgroFinance"; Niyaz Koshkimbaev, Managing Director of JSC "NUH Baiterek"; and Timur Ayapbergenov, Deputy Chairman of the Board of the ACC. The Corporation, along with its subsidiary KazAgroFinance, has demonstrated steady growth in financing volumes. Over the past three years, lending volumes have increased from 464 billion tenge in 2021 to 822 billion tenge in 2024, a 77% increase. "For the 2024 spring field and harvesting operations, 321.5 billion tenge was allocated to farmers. This includes 140 billion tenge under the 'Ken Dala' program and 181.5 billion tenge under the 'Ken Dala 2' program. Under the financing mechanism of 'Ken Dala 2,' a preferential interest rate of 5% per annum is provided for borrowers. For farmers lacking sufficient collateral, the 'Damu' Fund provides guarantees of up to 85% of the loan amount. Additionally, JSC 'KazAgroFinance' leased 10,500 units of equipment worth a total of 224.2 billion tenge," stated Almat Ashirbekov. To assist farmers, the Corporation has initiated early financing for the 2025 spring field and harvesting operations. "For the first time, in November last year, early financing for the 2025 spring field and harvesting operations was launched. As a result, 100 billion tenge was fully allocated and utilized in December," noted the head of the ACC. In addition, last year, with the Corporation's support, 27 projects were commissioned with a total value of 22.2 billion tenge. These included 12 irrigation systems, 5 warehouses, 2 processing facilities, 3 dairy farms, 3 poultry farms, an orchard, and a greenhouse. Efforts to improve lending processes will continue this year. The Corporation plans to increase financing volumes to 900 billion tenge, provided that budget funds are allocated.
