ACC allocated over 800 billion tenge for lending to farmers in 2024
This year, the volume of financing for farmers has already exceeded 765 billion tenge, including 540 – ACC, and 225 – through the subsidiary of JSC KazAgroFinance, by the end of December the amount will be more than 800 billion, this will be another historical maximum in terms of the volume of financing allocated by our structure.

For comparison, for the whole of 2023, loans were issued in the amount of over 550 billion tenge, which is significantly lower than the current figure. In order to increase coverage and meet the need of farmers for preferential credit resources, the Ken Dala-2 program was launched in 2024. In addition, the launch of an accelerated lending project is planned for 2025. - Almat Burkutbaevich, on the eve of the outgoing year, its results are usually summed up. In the ACC, the year is primarily associated with the implementation of the Ken Dala-2 program. What are its features and preliminary results?
– The launch of the Ken Dala-2 program in 2024 is a response to the needs of farmers in financing spring field and harvesting work within the framework of the instructions of the Head of State Kassym-Jomart Tokayev.
These funds are allocated in order to increase yields and, accordingly, reduce the cost of grain to ensure the food program of our country, increase the competitiveness of agricultural crops grown in Kazakhstan, in order to increase the efficiency of production in the agricultural sector.

The new financing conditions and solutions laid down in the Ken Dala-2 program are unprecedented, its mechanism solves a number of important issues for farmers.
First: despite the fact that commercial resources are used, a preferential interest rate for borrowers at the level of 5% per annum is provided. Previously, farmers were forced to apply to local agricultural departments to receive subsidies for subsidizing the interest rate.
Second: often, when applying to the ACC for credit funds, agricultural entities face the problem of a lack of collateral, especially those who work and live in rural areas, where the market value of real estate is low. In accordance with the new mechanism of state support, 85% of the loan amount under the Ken Dala-2 program is guaranteed by the Damu Entrepreneurship Development Fund.

– What amount of financing does the Ken Dala-2 program provide?
– In 2024, the Agrarian Credit Corporation allocated 320 billion tenge for spring field and harvesting work alone, compared to 140 billion tenge issued in previous years. At the same time, the land coverage amounted to more than 5 million hectares. As part of the implementation of the instruction of the President of the Republic of Kazakhstan, with the support of the Government, up to 700 billion tenge will be allocated for spring field and harvesting work in the 2025 season, of which up to 560 billion tenge will be attracted from market sources of capital by JSC NMH Baiterek and the Agrarian Credit Corporation.
Thus, agricultural producers, thanks to government support measures, can quickly receive financial support on the most convenient terms.
At the same time, since November 29, 2024, 100 billion tenge have already been allocated for lending to farmers under the Ken Dala-2 program for the 2025 season. Applications have been accepted from 1,208 farmers for more than 151 billion tenge, 453 of them have already received financing for a total of over 58.8 billion tenge. These are preliminary figures, lending under the program will be carried out until the end of the year.

– Probably, without optimization and automation of processes it would have been difficult to achieve such results in 2024? Please tell us more about the projects implemented by ACC in this area.
– True, optimization and automation of processes are key aspects of our Company’s activities.
We set the task of simplifying our business processes, including lending, so that they become faster, more convenient and transparent for borrowers. Thanks to this, we managed to reduce the application review period. For example, under the Ken Dala 2 program, the review period was reduced from 30 to 7 business days.
Automation processes also cover other products. Thus, in mid-2022, a pilot electronic portal Agronesie was launched for submitting loan applications under two state programs: ISKER and Youth Microcredit. In 2024, we expanded its functionality by adding new services for medium and large businesses. First of all, the portal allows farmers to assess their capabilities through a scoring mechanism for preliminary assessment of collateral, undergo a reliability check and credit history.
